Levels of Competence as defined by G.E. Miller in The assessment of clinical skills / competence / performance. (Acad Med 1990;65:s63-7.)

The first level, Knows, is achieved when the learner gathers facts. At the level of Knows How, facts are interpreted and applied to given situations. Demonstrating that this is accomplished occurs at the competency level of Shows How. At the highest tier, Does, the student integrates his or her knowledge and skills into actual professional practice.
